XVII. Religious Liberty
God alone is Lord of the conscience, and He has left it free from the doctrines and
commandments of men which are contrary to His Word or not contained in it. Church
and state should be separate. The state owes to every church protection and full freedom
in the pursuit of its spiritual ends. In providing for such freedom no ecclesiastical group
or denomination should be favored by the state more than others. Civil government being
ordained of God, it is the duty of Christians to render loyal obedience thereto in all things
not contrary to the revealed will of God. The church should not resort to the civil power
to carry on its work. The gospel of Christ contemplates spiritual means alone for the
pursuit of its ends. The state has no right to impose penalties for religious opinions of any kind. The state has no right to impose taxes for the support of any form of religion. A free church in a free state is the Christian ideal, and this implies the right of free and
unhindered access to God on the part of all men, and the right to form and propagate
opinions in the sphere of religion without interference by the civil power.


XVII. 종교의 자유
하나님만이 양심의 주인이 되시고, 하나님께서는 그의 말씀에 반대되거나 그 말씀 속에
포함되어 있지 않은 인간의 교리들과 명령들로부터 양심을 자유롭게 하였습니다. 교회와
국가는 분리되어야 합니다. 국가는 모든 교회가 자신들의 영적 목적들을 추구하는 데 있어서
그들을 보호하고 완전한 자유를 주어야 합니다. 그러한 자유를 부여하는 데 있어서 어떤
특정한 교회적인 단체나 교단도 국가로부터 다른 단체나 교단보다 더 특혜를 받아서는 안
됩니다. 시민 정부는 하나님께로부터 임명된 것이므로 그리스도인들은 하나님의 뜻에 어긋나지
않는 모든 일에서는 충성스럽게 순종해야 할 의무가 있습니다. 교회는 교회 일을 시행할 때
공권력에 의지해서는 안 됩니다. 그리스도의 복음은 그 목적들을 추구하는 데 있어서 오직
영적인 방법만을 고려합니다. 국가는 어떤 종류의 종교적 의견들에 대해서는 처벌을 내릴 권한이
없습니다. 국가는 어떤 특정 형태의 종교를 지원하기 위한 세금을 부과할 권리가 없습니다.
자유로운 국가 안에 있는 자유로운 교회가 기독교적 이상입니다. 이것은 모든 인간이 자유롭게
그리고 아무런 제약 없이 하나님께 나아갈 수 있는 권리와 공권력의 간섭 없이 종교의 영역 안에서
견해들을 형성하고 전파할 수 있는 권리를 가지고 있다는 것을 의미합니다.

* "국가와 교회의 분리(separation between state and church)" 와 "정교분리(separation between
  politics and religion)" 의 두 개념은 어떤 면에서 같고 또 어떤 면에서 다를까, 그리고 그리스도인으로서
  우리는 어떤 자세를 가져야 하는가에 대해서 생각하게 하는 시대입니다.
