11 아닥사스다 왕에게 올린 그 글의 초본은 이러하니 강 건너편에 있는 신하들은

12 왕에게 아뢰나이다 당신에게서 우리에게로 올라온 유다 사람들이 예루살렘에 이르러 이 패역하고 악한 성읍을 건축하는데 이미 그 기초를 수축하고 성곽을 건축하오니

13 이제 왕은 아시옵소서 만일 이 성읍을 건축하고 그 성곽을 완공하면 저 무리가 다시는 조공과 관세와 통행세를 바치지 아니하리니 결국 왕들에게 손해가 되리이다

14 우리가 이제 왕궁의 소금을 먹으므로 왕이 수치 당함을 차마 보지 못하여 사람을 보내어 왕에게 아뢰오니

15 왕은 조상들의 사기를 살펴보시면 그 사기에서 이 성읍은 패역한 성읍이라 예로부터 그 중에서 항상 반역하는 일을 행하여 왕들과 각 도에 손해가 된 것을 보시고 아실지라 이 성읍이 무너짐도 이 때문이니이다

16 이제 감히 왕에게 아뢰오니 이 성읍이 중건되어 성곽이 준공되면 이로 말미암아 왕의 강 건너편 영지가 없어지리이다 하였더라

17 왕이 방백 르훔과 서기관 심새와 사마리아에 거주하는 그들 동관들과 강 건너편 다른 땅 백성에게 조서를 내리니 일렀으되 너희는 평안할지어다

18 너희가 올린 글을 내 앞에서 낭독시키고

19 명령하여 살펴보니 과연 이 성읍이 예로부터 왕들을 거역하며 그 중에서 항상 패역하고 반역하는 일을 행하였으며

20 옛적에는 예루살렘을 다스리는 큰 군왕들이 있어서 강 건너편 모든 땅이 그들에게 조공과 관세와 통행세를 다 바쳤도다

21 이제 너희는 명령을 전하여 그 사람들에게 공사를 그치게 하여 그 성을 건축하지 못하게 하고 내가 다시 조서 내리기를 기다리라

22 너희는 삼가서 이 일에 게으르지 말라 어찌하여 화를 더하여 왕들에게 손해가 되게 하랴 하였더라

23 아닥사스다 왕의 조서 초본이 르훔과 서기관 심새와 그의 동료 앞에서 낭독되매 그들이 예루살렘으로 급히 가서 유다 사람들을 보고 권력으로 억제하여 그 공사를 그치게 하니

24 이에 예루살렘에서 하나님의 성전 공사가 바사 왕 다리오 제이년까지 중단되니라

11-16절   거짓의 사람들은 자기 목적을 위해 일부의 사실과 대부분의 거짓을 교묘하게 섞어서 사실을 왜곡하고 특정 정보를 부풀립니다. 성벽 재건을 방해하는 대적들은 아닥사스다왕에게 글을 올려서, 유다 사람들은 본래 반역을 일삼았기에 성벽을 건축하게 되면 제국에 위험이 될 거라며 성벽 공사를 강제로 중단시켜 줄 것을 요청했습니다. 그들은 속내를 감추고, 왕의 국고 손실과 영토 상실을 걱정한다는 말로 왕의 환심을 샀습니다. 자신들이 왕의 소금을 먹는 충신들이기에 조금이라도 왕이 손해를 보거나 모욕당하는 일을 참을 수 없다는 아첨의 말로 왕의 마음을 붙잡았습니다. 거짓의 힘은 생각보다 능란합니다. 아첨의 말과 입에 발린 충성 고백은 어느 시대, 어느 곳에서든지 권력자들을 유혹하기 쉬운 최상의 무기이기 때문입니다.17-23절   왜곡된 사실과 과장된 정보로 작성된 상소문에 아닥사스다왕은 마음이 흔들렸습니다. 왕실에 보관되어 있는 문서들을 살펴본 결과, 그들의 주장이 일부 사실이라고 판단하면서 유다인들의 성읍 건축을 중단시켰습니다. 그러나 이는 알고 싶고, 듣고 싶은 것만 선택적으로 취함으로써 진실을 덮어 버린 어리석은 결정이었습니다. 또한 정치, 경제적으로 불안정한 상황에 처해 있던 아닥사스다왕이 반역이라는 말에 더욱 민감해져서 고발문의 내용을 더 크게 신뢰했을 수 있습니다. 오늘 우리도 듣고 싶은 대로 들으면 거짓 소문에 금세 휘말리고 말 것입니다. 한 걸음 뒤로 물러나 말씀으로 분별하는 신중함이 필요합니다. 또한 어떤 정보가 사실이라 할지라도 우리가 보고 싶은 대로만 취하면 여전히 진실과 동떨어진 거짓의 일에 복무할 수 있음을 알고 예민하게 살펴야 합니다.24절   성벽 재건 때의 이야기를 끝내고 다시 성전 재건 때의 시점으로 돌아옵니다. 성전 재건 공사는 대적자들의 방해로 다리오왕 제2년(주전 520년)까지 중단되었습니다. 바꿔 말하면, 이때 공사가 다시 시작되었다는 뜻입니다. 하나님의 약속이 결국엔 대적의 방해를 이깁니다.

11(This is a copy of the letter that they sent.) “To Artaxerxes the king: Your servants, the men of the province Beyond the River, send greeting. And now12 be it known to the king that the Jews who came up from you to us have gone to Jerusalem. They are rebuilding that rebellious and wicked city. They are finishing the walls and repairing the foundations.13 Now be it known to the king that if this city is rebuilt and the walls finished, they will not pay tribute, custom, or toll, and the royal revenue will be impaired.14 Now because we eat the salt of the palace and it is not fitting for us to witness the king's dishonor, therefore we send and inform the king,15 in order that search may be made in the book of the records of your fathers. You will find in the book of the records and learn that this city is a rebellious city, hurtful to kings and provinces, and that sedition was stirred up in it from of old. That was why this city was laid waste.16 We make known to the king that if this city is rebuilt and its walls finished, you will then have no possession in the province Beyond the River.”17 The king sent an answer: “To Rehum the commander and Shimshai the scribe and the rest of their associates who live in Samaria and in the rest of the province Beyond the River, greeting. And now18 the letter that you sent to us has been plainly read before me.19 And I made a decree, and search has been made, and it has been found that this city from of old has risen against kings, and that rebellion and sedition have been made in it.20 And mighty kings have been over Jerusalem, who ruled over the whole province Beyond the River, to whom tribute, custom, and toll were paid.21 Therefore make a decree that these men be made to cease, and that this city be not rebuilt, until a decree is made by me.22 And take care not to be slack in this matter. Why should damage grow to the hurt of the king?”23 Then, when the copy of King Artaxerxes' letter was read before Rehum and Shimshai the scribe and their associates, they went in haste to the Jews at Jerusalem and by force and power made them cease.24 Then the work on the house of God that is in Jerusalem stopped, and it ceased until the second year of the reign of Darius king of Persia.

Thinking & Understanding

The enemies who were hindering the construction of the wall of Jerusalem sent a petition to King Artaxerxes. They claimed that if the walls were completed, the people of Judah would neglect paying their taxes properly, causing the king to suffer financial losses, and that the entire region west of the Euphrates River would fall out of Persian control. Artaxerxes investigated the historical background of Jerusalem and learned it had once been ruled by powerful leaders like David and Solomon. Overcome with fear, he accepted to the enemies’ petition and issued an order for the construction of the wall to be halted (vv. 11-24).

예루살렘 성벽 건축을 방해하던 대적들이 아닥사스다왕에게 상소문을 보냅니다. 그들은 성이 완공되면 유다 백성이 세금을 제대로 내지 않아 왕이 손해를 입을 것이고, 유프라테스강 서쪽 지역 전체를 장악해 페르시아 제국이 이 땅을 잃게 될 것이라고 모함합니다. 아닥사스다는 예루살렘의 역사적 배경을 조사하고, 다윗과 솔로몬처럼 강력한 통치자들이 있었다는 사실을 알게 됩니다. 결국 반란과 재정 손실을 염려한 아닥사스다는 대적들의 요청을 받아들여 성벽 건축을 금지하라는 명령을 내립니다(11-24절).

Who is God?

Vv. 21, 23-24 God's kingdom will never fall. Enemies may temporarily hinder his work, but they cannot thwart his will. Even situations that appear to be failures are a part of God's greater plan. Therefore, let us never be discouraged by temporary setbacks and difficulties.

하나님의 나라는 결코 무너지지 않습니다. 대적들이 하나님의 일을 일시적으로 방해할 수는 있지만, 하나님의 뜻을 꺾을 수는 없습니다. 겉으로 실패한 듯 보이는 상황도 하나님께서 계획하신 큰 그림 안에 있는 과정일 뿐입니다. 그러므로 잠시의 실패와 어려움에 낙심하지 맙시다.

What lesson is God teaching me?

Vv. 11-16 Those who seek to obey God’s word always face opposition. If there is no opposition, it may be a sign that we are living lives indistinguishable from the world’s. When we live as God’s people, difficulties are only natural and to be expected. Do I have a courage today to face such challenges?

하나님의 말씀에 순종하려는 이들에게는 언제나 방해가 따릅니다. 만약 방해가 전혀 없다면, 우리가 대적들과 구별되지 않는 삶을 살고 있다는 뜻일 수도 있습니다. 하나님의 백성답게 살려 할 때 어려움이 찾아오는 것은 오히려 당연한 일입니다. 지금 나에게는 그런 담대한 마음이 있습니까?
